At minimum I think spies should have a number of uses, from espionage to assassination to research theft and sabotage or terrorism. High reward missions should also entail more risk. Not the expert here, but I'd advise keeping it as simple as possible. As few iterations as possible, to pace with gameplay, and make each thing's design obvious. The more the better. Even unique event-based stuff, like "living" planets that are actually immense organisms, or Dyson spheres are really cool concepts. I mean, this is the wonder of space exploration. The trick will be making it so all planets of the same type do not look exactly the same.

I really like planetary invasion combat, but I think a mix of MoO1 and MoO2 is probably best. Although it's nice to have it resolved neatly all at once, it really just becomes a chore to move the troop ships without some sort of combat minigame associated with it.
